Although the Enclave has control of the many systems on the Island, it does not have exclusivity on these systems nor the power to have much reach beyond the control towers and Snow Valley. There are several other factions that have risen and fallen over the centuries, each with great power and in some cases lobbying capacity with the Enclave. The list of these active factions on Silsbury are as below, followed by the descriptions of each:
-The Enclave (North Island, Enclave)
-Disciples of the Dragon (Saintsberry, Snow Valley)
-The Ents (Ent's Mound / Subway Red Line Station)
-Shadowstep Raiders (All over the island, but especially in Amen-Ra West)
-The Ratask Tribe (South Island)
-Order of the Thousand Fists (Maskara, the Monastery)

The Enclave, though the largest faction, is nowhere near the most powerful. Run by the Overseer, it is the last surviving remnant of the old civilization that occupied the planet. Though it's original purpose may have been for [redacted].
The organization is run by the Overseer, below them are the Agents and finally the Gardeners. The Overseer does not have full control over the organization; individuals lower down the chain can override orders if they are unenthical or contradict the organization's main purpose. The Overseer though does have access to all systems and their word, while not law, is followed closely.
That all said, the Overseer has made it a point to allow self-governance at each tier as much as possible, preferring a hands-off approach where possible, interfering only in inter-tier conflicts or matters of containment policy. This has won them a great deal of support and respect in the organization and is one of the main reasons for it's enduring presence over the millenia.
The Enclave has a friendly relationship with the Ents
It has a neutral relationship with the Disciples of the Dragon
It has a less than ideal relationship with the Ratask Triibe and the Order of the Thousand Fists
It has a hostile relationship to the Shadowstep Raiders
Publicly, little is known about the Overseer. Many rumors abound, but none have been substantiated.
Almost all agents, with the exception of a handful, are huhmanoid. There are estimated to be around 200 agents currently on Silsbury, with five of those being on Marsillion. 100 are human, the rest various other species.
Regardless of species, they are formally dressed and usually wearing ear pieces and glasses when outdoors (or the equivalent for non-humans). Features beyond that are very difficult to make out though as Agents appeared blurred and fuzzy, as if moving very fast. This is because they exist in a very different time frame compared to most ordinary beings, existing slightly out of phase that lets them have supernatural reaction times and strength.
Each agent is very powerful - however this is not by way of external magics, etc. They have a great deal of internal strength, durability, regeneration and speed that puts them in league of individual superhumans. However this comes at a great price in that Agents do not live long: their maximum lifespan is 20 years, after which a replacement is cloned and decantered. After the attack only a few cloning tubes were left intact, resulting in a staggered approach to replacement. The current population of 200 is the maximum sustainable at any one time.
Agents do not have a fixed hierarchy as they are fully formed with the memories of the previous Agent that died. Each one is treated equally outside of teams - and when in a team they are ranked according to experience in their specializations. Their main directive is to protect the Overseer, carry out his orders and assist in peacekeeping of the Island.
Gardeners though at the bottom of the heirarchy are the most important figures of the Enclave. They act as foot soldiers, scouts, gardeners (as their name suggests) and overall guides to the local populations of Silsbury. They are the first faces that people see of the Enclave - but are an organization that serves them directly. Focusing on keeping villages safe, helping rescue lost residents and keeping flora and fauna in check, they are the most essential part of the Island in keeping it balanced as much as possible.
Physically, they are hexapedal felines that stands at around eight feet long nose to rump, with the long tail adding another 4 or so feet. Build of a panther, along with it's sleek black coat. The head is that of a tiger's, with fluffy long tufts on it's ears like a lynx. The tail - long and sinous, splits into three more around halfway down, each ending in tufts like a lion's tail. Some variation exists - those on the sandy desert ofthe central-southern Mesa are much more lion like, while those born near the planar rift to the elemental plane of Ice are much more like Lynxes. Other small variations exist.
Around 800 Gardeners exist in total, their population being very stable currently. The vast majority are located in the hills and areas around the Enclave with the rest scattered through the various villages around the Island, including the newly constructed Majan Tower. A sizeable population exists in Snow Valley as well.
Their society is very gregarious, being neither patriarchal nor matriarchal - the difference between males and female Gardeners is very, very small with the two being almost identical morphologically. The society is very open though, given that they are natural telepaths with very few secrets apart from those mandated by the Overseer (which primarily consist of classified research and containment procedures). They are particularly friendly and accepting of those that may be weaker, seeing as their duty to help keep them safe in a dangerous island.

The Shadowstep Raiders are an organization that was both inspired by as well as born from the anarchists and malcontents that initially attacked the Enclave nearly 4,000 years ago. Surprisingly there were survivors that escaped from that attack, retreating into the wilds and down south where the Enclave's presence wasn't as strong. These survivors managed to recruit many like minded individuals, whom grew the ranks significantly. Their head was run by Knight Adarial, a biologically immortal fallen Paladin whom had turned to the darker arts and took pleasure in carefully planned slaughter.
The philosophy of the Shadowstep Raiders is primarily geared towards hedonism, anarchy and right of might. They see the Enclave as mysterious and weak; an organization that should have fallen to history and left the land for those that have the strength to take it. Over the centuries and millenia the organization has persevered under the head of Knight Andarial and t heir numbers have swelled to the point where they have a functioning society of unknown numbeers in Aman-Ra west, which they use as a base to conduct raids on travellers on the Mesa - or if they are bold and daring enough, right up towards the Northern Towns.
Morally, nothing is off the table for them and the raiders have engaged in illicit activities from slave trading to cannibalism. They have the second best technological prowess on the island, possessing with them several fully operational vehicles salvaged from the ruins of Aman-Ra west and the bunker underneath control tower, which includes the equivalent of a powerful, entirely mechanical tank that allows them to defend their base of operations from the Enclave.
Fortunately this large force cannot be projected very far due to fuel and ammo limitations. Their forces are further bolstered by the undead abominations created by Midhys. With the arrival of Marsillion Armed Forces however, it appears that they have temporarily retreated back to Aman-Ra West, likely strategizing on how to deal with this new foe.
The Shadowstep Raiders are hostile to the Enclave, the Ents and the Disciples of the Dragon

Head (Official): Knight Andarial
Little is known of Knight Andarial, save that he is a ruthless fallen paladin to a God he no longer wishes to name. The immortal knight is always clad in his magical armor which gives him a great deal of protection in the relatively limited technological ability of the Island. His strength and speed are similarly great, allowing him to take on an Agent on par.
Personality wise he is quiet and brooding, preferring to let his actions speak louder than his words. He is ruthless and absolutely blood thirsty. He cares not for more hedonistic pursuits of the Raiders, but will kill any cowardice on site. It is often said that it is more dangerous to be serving for Andarial than it is to be fighting against him. Unfortunately many of the soldiers and slaves that work under him have little choice but to do so. 500 years ago, when Midhys arrived on the island, Andarial was swift in contacting her
Head (Unofficial): Midhys, The Taker Of Life
Midhys, taker of life. A black dragon, she is well known in her own world as a faithful servant of Tiamat and an avid experimenter with the undead. She has no sense or desire for ethics, conducting all manner of grotesque experiments on those unfortunate slaves and victims that are brought to her from the Shadowstep Raiders. In exchange she provides them knowledge and the use of her undead creations to bolster their ranks.
Though she technically has an agreement with the Overseer, she chooses to enforce it only when it suits her and finds any way to indirectly go around it - including extending her power through Knight Andarial. Her goals are unknown, but there are rumors abound that she is preparing to turn eventually into a powerful lich dragon.

Disciples of the Dragon (Saintsberry, Snow Valley)
The Disciples of the Dragon are a recent faction to the Island of Silsbury, having formed shortly after the arrival of the eight great dragons. In particular they were created by Ioroi whom supported them in a similar manner as Midhys did the Shadowstep Raiders. Their primary motive is to ensure the island remains stable, that peace remains between the villages and that the reign of terror of the Shadowstep Raiders come to an end. As a collective they are aligned towards good Dragon deities such Bahamut. In fact, a number of it's members are half or quarter dragons, whom can trace some level of ancestry back to Ioroi.
The organization's origins were in Saintsberry, but has over time moved to Snow Valley thanks to the greater level of infrastructure available there. They operate out of the central temple to Bahamut.
The Disciples of the Dragon are friendly to the Enclave, whom they see as valuable allies.
They are neutral to the Order of the Thousand Fists and the Ratask Tribe
They have a less than ideal relationship with the Ents
They are hostile to the Shadowstep Raiders
The organization is very monarchal and is split between five levels, with the highest being the Mind of the Dragon, which acts as it's administrative wing. Those with the purest blood of dragons or those that have proven their worth in combat in Bahamut's name preside over this level of organization.
Below them is the Blood of the Dragon, whom act as the custodians, logisticians and other skilled roles required to run an organization of a couple hundred people. They are a mixed bunch and usually tend to have contractors and external contacts for specialized tasks.
Below that are three tiers that exist alongside each other. The first is the Claws of the Dragon, the disciples main military arm. It has around 60 to 80 troops with it at any one time setup in a simple ranking structure based on martial prowess and leadership capability.
The tier next to that are the Eyes of the Dragon, whom consist of it's dedicated mages and magic users. The eyes of the dragon also hold occasionally (though rarely) technological engineers that have dedicated their lives to the cause.
Next to them are the Scales of the Dragon and covers the auxilliary and other members of the organization that do not fall under the above categories. It is a loose band with no real leadership - but in a way is also the most flexible, since it has a great variety of skillsets to it.
The organization is officially headed right now by a 42 year old female half-silver dragon named Vanessa, whom runs it with a fair but firm grip. She is a combat veteran against the shadowstep raiders and has fought in many sorties.
Unofficially, the organization was sponsored by the magic and power of Ioroi, whom helped fuel some of the divinations that the clerics needed. However, since his disappearance many years ago this role has been taken up by Ymmi, The Mysterious.

The Ratask Tribe is one of the oldest living organizations on Silsbury other than that of the Enclave itself. A society of tribals and other primitive individuals they have an oral history that spans almost the entirety of the history of the island, with the worship of various spiritual deities – the latest one of which is Arreat. Given their small population of only a couple hundred and the fact that the village is so far to the south and primitive, the Enclave has largely left the Ratask Tribe to their own means, bothering only with remote surveillance.
The population consists of several different species – many of which live under the same primitive tribal banner of strength, hunting and spiritual worship. These include humans, several Gnolls, Orcs, Half-Orcs and a few beast men. They celebrate and worship many spirits – but one of the most notable one in the last couple centuries has been the Jaguar spirit, Arreat which many suspect may be a yet to be discovered island deity or power of some kind.
The Ratask Tribe are neutral to the Enclave, whom they barely know or understand.
They are also Neutral to the Shadowstep Raiders, whom leave them alone.
They do not know of the Ents, do are neutral to them.
They are on less than ideal terms with the Disciples of the Dragon, whom have aggressively tried to convert them to Bahamut’s religion in the past.
The tribe is currently lead by the Chieftan Broga, a young Orc that towers over his compatriots. He recently wrested control of the tribe in an honor battle from the previous Gnoll Chieftess, Sasha-Mayer, whom he exiled to the East. Unlike Sasha-Mayer, whose reign was both fair and respectful to the traditions, Broga is brash, young and eager to change everything of the tribe. He wishes to whip them up with strong magics and abandon the ways of the past so they can expand outwards in conquest of the nearby settlements.
He seeks to court the favor of the Shadowstep Raiders for this – an organization that till now been in a stalemate with the Tribe, given they are no match for the spiritualist magic that they employ. This is a move that has drawn a great deal of dissident amidst the Ratask Tribe elders, many of whom are too afraid to stand up to him though.
Only one voice opposes Broga – and that is the voice of the Headless Shaman.
The headless shaman is the most unusual figure of the Ratask Tribe. He is a Fomor, a goat man that stands nearly 6 feet tall – or would, were he having a head. Instead the Fomor is headless, his neck open and agape as it stares to the heavens. The head is instead held in his right hand, complete with its horns and all as it bulging eyes stare out at the world. Physically he appears to be of 50 years of age, his body covered in fur and simple cloth, left hand holding a stave that props up his weight. His feet a human, as is the lower body – but the upper one is lean and narrow, the sign of an emaciated man.
The head though is alive as ever, despite being disconnected from the body. He has full control over both and a death grip upon his skull where the mane of his head has overgrown the fingers. The Headless Shaman is known by many names – but when greeted, he prefers that people call him Mark.
Mark is a polite man, a wise shaman with a tragic history. In his world, he was a child that was turned into a Fomor overnight when the Demon Lord whispered into his soul. However he was saved by an unknown spirit, that kept his mind intact, if only temporarily. The villages debated what to do, when several travelers came into town and decided his fate. He was beheaded then and there, his body thrown down the lake into a whirlpool.
And then he washed up on the shore of the island, stumbling around with his head in hand, grasped with a death grip. The demon lord no longer whispered into his ear and thus he was free, to start a life anew. He has been here since, having been taken in by the Ratask Tribe and acting as their spiritual advisor. He took over from his predecessor ten years ago after his death by age. Personality wise, Mark is a gentle soul; preferring to talk through problems than resort to force. He sees his second birthing here as a chance to right what went wrong and to build a better life to those that would listen to him.
Now he stands in the way of Broga, whom he knows will only ruin what was established here – but Mark is old and frail and it will not be long before his words will have given way to violence.
